The MOR-EV Trucks program uses a tiered "rebate block" system to manage the distribution of funds for medium- and heavy-duty vehicles. Each block has 200 vouchers available, which are claimed on a first-come, first-served basis. The rebates for class 5 vehicles start at $45,000 in Block 1 and decrease by 15% with each subsequent block once all 200 rebates are claimed, dropping to $38,250 in Block 2 and $32,513 in Block 3. The rebate amounts will remain at the Block 3 level until a program review is conducted, with a single fleet operator able to reserve no more than 10% of the rebates in any block, encouraging early adoption while ensuring broader participation over time.

In addition, the Environmental Justice Rebate Adder under the MOR-EV program increases the base rebate by an additional 10% for eligible medium- and heavy-duty vehicles.
